The Texas Windstorm Insurance Association does name Pasadena on its Harris County list, but the qualifier carries the whole meaning: TWIA's Harris County eligibility applies to property inside the city limits and east of Highway 146. Pasadena covers 44.74 square miles and a large share of it sits west of that highway, so seeing the city on the list tells you nothing about a specific house — the highway does. Why a seller should care: TWIA is the state's insurer of last resort, and the designated catastrophe area exists where the Commissioner of Insurance has formally found that windstorm and hail insurance is not reasonably available from private carriers. A financed retail buyer generally needs windstorm coverage in order to close. If private carriers decline, the fallback is TWIA, which brings its own insurability requirements and a windstorm inspection program covering construction and repair work.
